Juan G. Guerra, CPA
Mr. Guerra also has an accomplished career in municipal government where he has improved every organization and community he has served. As City Manager, with his team and support of the Council, he reduced taxes, returned excess utility funds, doubled the city’s park acreage, developed cultural programs, implemented transparency through community outreach efforts, and improved city infrastructure.
Utilizing Mr. Guerra’s leadership, he is credited with spearheading a change in culture. This new culture requires professionalism, ethics, accountability, fairness, a sense of public servitude, leadership, and a teamwork approach to solving complex problems.
Mr. Guerra has been successful working in small, medium, and large organizations, in and outside of the Valley. He has worked for the cities of La Feria, Sherman, Fort Worth, and Pharr, holding the leadership positions of Accounting Manager, Finance Director, Chief Financial Officer, Pharr International Bridge Director, and City Manager.
Mr. Guerra is well educated with an array of professional education, certifications, and licenses. He received leadership training from the U.S. military and government performance training from Harvard. He holds an MBA, is a CPA, is a licensed Custom Broker, and has certifications as a CGFO, CPM, and CGMA.
