Edinburg Police Department - Racial Profiling

Texas law requires the Edinburg Police Department to submit an annual report to the local governing body (City Council). The report details the race and ethnicity of all persons issued a citation or arrested in conjunction with a motor vehicle contact. The report must be submitted yearly to TCOLE (Texas Commission on Law Enforcement) by March 1st of each calendar year.

The Edinburg Police Department is a “Tier 1” reporting agency. Tier 1 agencies have audio/video equipment in their patrol vehicles in order to document motor vehicle contacts. The Edinburg Police Department tracks the following information on motor vehicle contacts which result in a citation or arrest:

  • Race / Ethnicity
  • Information on searches of vehicles.
  • Reason for the stop.
  • Whether the officer knew the race of the individual prior to the stop.

Edinburg Police Policy
It is the policy of the Edinburg Police Department to prohibit any law enforcement initiated contact based on an individual’s race, ethnicity, or national origin; rather than on the individual’s behavior or on information identifying the individual as having engaged in criminal activity. Edinburg Police Officers are strictly prohibited from engaging in racial profiling.

No person shall be discouraged, intimidated, or coerced by anyone from filing a complaint; or be discriminated against because they have filed such a complaint. The Edinburg Police Department will accept and investigate all complaints.

Edinburg Police Officers receive comprehensive education and training on racial profiling established by the Texas Commission on Law Enforcement (TCOLE).

Any person who believes an Edinburg Police Officer has engaged in racial profiling or wishes to file a general complaint with respect to that person may file a complaint with the Edinburg Police Department.
