Assistant City Manager, Brian Kelsey
Brian Kelsey joined the City of Edinburg in June 2020, where he now serves as Assistant City Manager. He currently oversees community and economic development, grants, planning and zoning, and the municipally-owned airport. He grew up in Raleigh, North Carolina, and now resides in Edinburg, Texas.
Prior to joining the City, Mr. Kelsey served as the chief strategy officer for former Nashville mayors, Megan Barry and David Briley, where he managed the policy team and worked on special projects. At the federal level, Kelsey earned a spot with the U.S. Economic Development Administration as Senior Policy Adviser. There, he was awarded the department’s highest honorary recognition for creating a multi-agency investment program which served as an “unprecedented platform for coordinating Federal economic development efforts.”
He also played an important role with the Capital Area Council of Governments in Austin as the Economic Development Director. In addition, Mr. Kelsey taught graduate courses in economic development at The University of Texas at Austin, where he was occasionally successful in recruiting the next generation of practitioners to the field.
