In accordance with the requirements of Title II of the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act, the City of Edinburg does not discriminate on the basis of disability in the provision of City facilities, services, programs, or activities.

City of Edinburg Technology Accessibility Statement
The City of Edinburg is committed to advancing the accessibility of the City's Information and Communication Technology (ICT).
In support of this commitment, the City is making good faith progress under its Digital Accessibility Transition Plan (DATP). The City’s digital accessibility efforts align with the Web Content Accessibility Guidelines (WCAG) Version 2.2 Level AA.
The Digital Accessibility Transition Plan:
- Guides the City's efforts to identify and remove accessibility barriers in digital systems
- Establishes processes for evaluating and improving accessibility
- Supports equitable access to City programs, services, and information
- Is reviewed and updated annually
Removing accessibility barriers helps ensure that City programs, services, and activities remain accessible to everyone, regardless of ability.

Accessibility Monitoring and Continuous Improvement
This section shows that accessibility is not a one-time project, which is something regulators look for under the new 2024 ADA Title II digital rule. Digital accessibility is an ongoing process. The City of Edinburg will continually evaluate, test, and improve the accessibility of its digital assets as technology, standards, and user needs evolve.
- Conduct periodic accessibility reviews of public-facing digital assets
- Prioritize remediation based on severity, user impact, and system usage
- Incorporate accessibility testing into website updates and technology implementations
- Provide accessibility training and guidance to employees responsible for digital content
- Monitor updates to accessibility standards and adjust internal practices when appropriate
The City may utilize automated testing tools, manual reviews, and user feedback to identify and address accessibility barriers.
Third-Party Applications, Content and Systems
This is extremely important because most city accessibility problems come from vendors (CivicPlus, ESRI, payment portals, etc.). Some digital services used by the City of Edinburg are provided by third-party vendors. While the City works to ensure these systems support accessibility, certain limitations may exist due to vendor-controlled software or platforms.
The City is committed to improving accessibility in third-party systems by:
- Incorporating accessibility requirements into technology procurement processes
- Requesting accessibility conformance documentation from vendors, such as Voluntary Product Accessibility Templates (VPATs)
- Working with vendors to address accessibility barriers when identified
- Prioritizing accessibility when selecting future technology solutions

Document Accessibility (PDFs, Forms, etc.)
This is another common failure area for governments. The City of Edinburg strives to ensure that documents published on its website are accessible to individuals using assistive technologies.
City departments are encouraged to create accessible digital documents whenever possible, including PDFs, Word documents, and presentations. Where legacy documents cannot immediately be remediated, the City will provide the information contained within those documents in an accessible alternative format upon request.

The City periodically publishes updates regarding its progress toward improving digital accessibility. These updates summarize improvements made to City websites, digital systems, and documents and describe ongoing efforts to enhance accessibility across City services.

Map Accessibility
Some City webpages include interactive maps created using ArcGIS, a geospatial platform developed by Esri.
While the City strives to make map content accessible, certain accessibility limitations may exist due to the underlying software platform. If you experience difficulty accessing information contained within a map, please contact the City using the methods listed below. City staff will provide the requested information in an accessible format.

Request an Accommodation or Modification
Anyone may submit a request for a reasonable accommodation or modification through one of the following methods. These methods may also be used to request assistance submitting a request or to provide suggestions for improving accessibility. If a request is related to a time-sensitive event, please submit the request at least 48 hours prior to the event when possible.
Please do not use these methods to submit complaints or grievances related to alleged discrimination. Such complaints must be submitted using the Grievance Procedure described below.
The City’s ADA Coordinator or their designee will respond to all requests and suggestions in a timely manner.

Grievance Procedure Under the ADA
This Grievance Procedure may be used by anyone who believes they were unable to access a City facility, program, service, or activity due to a lack of accessibility or believes they were discriminated against because of a disability.
This procedure is not intended for:
- Employment-related complaints
- Requests for accommodations or modifications
- Accessibility suggestions
For accessibility suggestions or accommodation requests, please refer to the Technology Accessibility Statement above.
All written communications received under this procedure will be retained for a minimum of three years.
Step 1 – Attempt Informal Resolution
If possible, the individual should first attempt to resolve the issue with the City department responsible for the service, program, or activity.
Step 2 – Submit a Formal Grievance
Within 60 calendar days of the alleged discrimination, or within 60 days of when the issue should reasonably have been known, a person may submit an ADA Title II Grievance Form. If the form cannot be completed, a written grievance may be submitted using the contact methods below.
The grievance must include:
- Name of the complainant
- Contact information
- Location of the alleged discrimination
- Description of the alleged discrimination
If submitted verbally, a City representative will document the grievance.

Step 3 – Meeting With ADA Coordinator
Within 14 calendar days of receiving the grievance, the City's ADA Coordinator or designee will meet with the complainant to discuss possible resolutions unless another time is mutually agreed upon. The meeting may occur:
- By telephone
- Virtual meeting
- In person
If the grievance involves the ADA Coordinator, another City official will be designated to oversee the process.
Step 4 – Written Response
Within 28 calendar days after the meeting, the ADA Coordinator will provide a written response. When appropriate, the response will be provided in an accessible format.
Step 5 – Appeal
If the complainant is not satisfied with the response, a written appeal may be submitted to the City Manager within 14 calendar days of receiving the response. The City Manager or their designee will issue a written response within 14 calendar days. This response constitutes the final agency decision.
