Garbage Collection Overview

Commercial Service is provided to commercial business establishments, institutions, apartment(s), multi-family dwellings, flats, commercialized residence (consisting of three or more units), businesses or industrial premises. Except those who have received variance from this section, are required to subscribe to the City’s commercial collection service. 

The DSWM provides residential, commercial, recycling collection, processing and disposal services for approximately 26,000 residents and 1,200 commercial customers. All residents/commercial customers are eligible to receive garbage and recycling services from the City of Edinburg after establishing a water account with the City's Utility Department. When establishing your services you may also request information or join on our voluntary curbside recycling program, which is currently only available to our residential customers; commercial customers are able to utilize our recycling drop off center. DSWM conducts commercial collection services 6 days per week, Monday through Saturday. Businesses are provided services and charged by a variable rate schedule depending on the volume of waste generated. Brush services are NOT included with commercial services but are available through special pick up services for their removal. 

General Information:

  • Commercial services shall require a one-month deposit before delivery.
  • Commercial Collection Service days do not change for holidays.
  • Additional services requested will not be provided until the following workday.
  • There will be an additional charge of $25.00 for the opening and closing of enclosure doors.
  • Brush service is not included with container service and may not be disposed in the container. Brush is available to commercial accounts for an additional fee and on an on-call basis.
  • Trash left outside container will not be collected and is the responsibility of the owner/operator.
  • Containers can be washed at a cost $50.00 per container.
Service DO's and Don't's of Collection:

  • Keep Dumpster Area Clear of All Debris, Brush & Bulky Waste.
  • Do Not overload the Dumpsters
  • No Construction Debris are allowed in the Dumpster
  • Please Bag & Tie all trash 
  • No Parking in front or near dumpster. We need full clearance around dumpster area; obstructed serviceability (e.g.. vehicles or debris), closed and/or locked enclosure doors, and containers with unacceptable items will incur a $25.00 return trip charge. 
  • Gates/Enclosures to dumpster should be opened prior to service. Please keep the lids closed at all times; there will be an additional charge of $25.00 for the opening and closing of enclosure doors. 
  • Containers must be in a location accessible to trucks with no overhead obstructions. 
  • It shall be considered an offense for any item to be placed in commercial containers that, because of size, weight, or any other physical property, could cause damage to the collection vehicle. Placing such items in containers for collection will render it unserviceable and will require for these items to be removed before collection can take place. 
  • The Director for just cause (health and or sanitation reasons, insufficient capacity, nuisance, littering) may increase the size of commercial-type container (s), quantity of containers and/or frequency of collection and apply appropriate monthly charges without customer approval.
The cleanliness and sanitation of the dumpsters and the enclosure is the responsibility of the owner or account holder and can be done so by using a mild detergent and water hose as needed for the dumpster. DSWM does not perform collection of trash and/or debris left in the enclosure, these services are not part of the fees associated with garbage pick up. Brush & Bulky Items collection for commercial accounts is available for an additional charge to commercial customers with an established water account. To setup a pick up please contact DSWM at (956) 381-5635; in order to avoid any penalties or charges we encourage that owners/ account holders maintain their enclosures clean and clear of trash and/or debris.

300 Gallon Containers:

300 Gallon containers are available only to businesses that are not in a heavy commercial area.  Residential customers by approval only.

Acceptable Waste:

Non-hazardous solid waste, including:
  • General office trash
  • Pieces of Carpeting 
  • Small pieces of wood ( 2 feet or less)
  • Food waste
  • Paint cans (completely dry with lids removed)
  • Shrink Wrap
Only regular refuse, garbage and trash should be placed in any City owned containers. DSWM encourages the bagging of all your garbage prior to placement in your container to assist in keeping your container clean and sanitary, as well as to help prevent vectors and windblown litter on windy days.

Items that CANNOT be placed in your container include:
  • Ammunition 
  • Dead Animals or Animal Excrement 
  • Large Appliances, mattresses & Furniture 
  • Dirt, Sod, brush, concrete or rock(s)
  • Electronics (TV's, Computers, Light Modules)
  • Construction/Demolition Material (Lumber, wood panels, studs, sheetrock, bricks, concrete blocks, metal pipes, etc..)
  • Foam Products
  • Hazardous, Medical Waste liquids or any materials prohibited at the landfill  (radioactive, reactive, toxic, ignitable, corrosive, pathological, acidic, etc.) - for disposal options, call SWM at 956-381-5635.
  • Items requiring special handling such as motor oil, batteries, wet concrete and items containing Freon.
  • Liquid Waste
  • Tires
  • Whole Drums or Barrels
  • Hot ashes or flammable materials such as oil, gas or paint
  • Debris from construction, remodeling or demolition
  • Yard waste and trimmings (grass cuttings, branches, leaves and etc.)

Any cardboard boxes or cartons are considered recyclable and residents may utilize the Edinburg Recycling & Educational Center to dispose of these recyclable materials. Specially Handled Items:

  • Hypodermic needles: Residents are required to place all hypodermic needles in a container that cannot be punctured, such as an empty coffee can, plastic milk jug or soda bottle with lid placed securely on the container and taped closed. Call DSWM at (956) 381-5635 to arrange for collection.

  • Large items / brush: Large items (furniture, appliances, etc.) and brush are not part of Commercial Collection Services but are available for fee under our Special Collection Services Program, please contact DSWM for more information at (956) 381-5635.

  • Other items: Paint, oil, oil filters, automotive batteries and vegetable oil are are not part of Commercial Collection Services but are available for fee under our Special Collection Services Program, please contact DSWM for more information at (956) 381-5635.

 
Enclosure Requirements

Dumpster enclosures depend on the size and quantity of containers that will be utilized. If the opening is facing a public right-of-way, gates will also be required. Gates must be all metal with  When the gates are open the collection vehicle requires a 12-foot wide entry way. The dumpster pad will need to be constructed of 6-inch thick steel reinforced concrete. The approach to the enclosure from public streets must meet the same development standards required for fire lanes. Exclusive Provider
The City of Edinburg is the exclusive provider of solid waste and recycling services for residences, businesses and industry in the City of Edinburg city limits. Private haulers may NOT collect from any location within the City; if the City is unable to provide a specialized service to a particular establishment or business (such as hazardous waste collection) then the resident or business owner must receive written authorization from the City in order to contract with a Private hauler. That hauler must then provide the service as prescribed by the Department of Solid Waste Management.
